Provided is a base station device comprising: a candidate beam determination unit that, for each terminal device that is a transmission destination, determines a candidate beam that is a candidate for a beam of a pilot signal to be transmitted; a beam ID assignment unit that assigns a different beam ID to each candidate beam of the same terminal device and further assigns the beam IDs among the candidate beams of the different terminal devices 3 such that the combination of candidate beams assigned with the same beam ID is maximized; and a pilot signal generation unit that, for each candidate beam assigned with the same beam ID, generates a pilot signal to be transmitted in the same time domain or the same frequency domain.
