Provided are: a bipolar storage battery that can, with a simple seal configuration, reliably prevent an electrolytic solution from leaking from the inside of a cell to the exterior; and a production method therefor. A bipolar storage battery (100) comprises: a plurality of cell members (150) which are each provided with a positive electrode (151) having a positive electrode active material layer (103), a negative electrode (152) having a negative electrode active material layer (104), and an electrolytic layer (105) that is interposed between the positive electrode (151) and the negative electrode (152); and a plurality of frame units (110), (120), (130) that form a plurality of cells (160) for individually accommodating the plurality of cell members (150). The plurality of frame units (110), (120), (130) are respectively constituted by frame units made of a light-transmissive resin material. Two of the frame units that are made of the light-transmissive resin material and that are adjacent to each other in the lamination direction of the cell members (150) are welded and joined to each other via adhesive materials (141) made of a light-absorbent resin material at welded portions (140).
