A chemical agent dissolution device (100) comprising: a chemical agent tank (120) that accommodates a solid chemical agent (110); an introduction pipe (140) that introduces water (W) to be treated into the chemical agent tank; an outlet pipe (150) that is connected at one end (151) to a lower surface (121a) of a bottom wall (121) of the chemical agent tank and discharges the water to be treated in which the solid chemical agent has been dissolved from the inside of the chemical agent tank; a water dispenser (170) that is connected to the other end (152) of the outlet pipe and delivers the water to be treated in which the solid chemical agent has been dissolved; and a discharge pipe (160) that is connected to an upper surface (121c) of the bottom wall of the chemical agent tank and communicates with the outlet pipe. A pipe wall (163) of the discharge pipe has a plurality of through holes (164) through which the water to be treated in which the solid drug has been dissolved passes. The discharge pipe is covered with a net (165). A water treatment system (1) includes the chemical agent dissolution device.
