Disclosed are a raw material shredding device and method, which do not destroy the fiber structure of a raw material while the raw material is split. According to the technical solution, the device comprises a rack, and the rack is provided with: a raw material conveying device used for limiting and conveying the raw material; a raw material shredding module which is located on one side of an output direction of the raw material conveying device and is used for tearing the raw material into shredded shapes; and a raw material forming module which is located on the side of the raw material shredding module that is away from the raw material conveying device, and is used for reshaping the torn raw material. The raw material shredding module comprises at least two sets of clamps used for clamping the raw material and a sliding structure used for driving the clamps, and the sliding structure conducts a reciprocating horizontal and/or vertical sliding motion on the rack. The vegetable protein meat raw material can be split without damaging the fiber structure of the raw material.
