Abstract:
A coding device (100) is provided with a circuit and a memory connected to the circuit. The circuit in operation: when a video parameter set is used for coding video, writes to the video parameter set a first parameter indicating a maximum number of one or more temporal sub-layers in a layer set unit which is a unit corresponding to a stream and composed of one or more layers; writes to a sequence parameter set a second parameter indicating a maximum number of one or more temporal sub-layers in a sequence unit which is a unit corresponding to at least a part of a stream and is a unit based on which the sequence parameter set is referenced. When the video parameter set is used for coding video, the second parameter is limited to the first parameter or below. When the video parameter set is not used for coding video, the second parameter is limited to a fixed value or below.
