A communication destination determining apparatus comprises: a plurality of user terminals associated in advance; an acquisition unit that acquires a measurement result of the degree of communication comfort between each of the plurality of user terminals and each of a plurality of communicatable game management apparatuses; and a communication destination determining unit that determines, on the basis of the measurement result acquired by the acquisition unit, which ones of the plurality of game management apparatuses the plurality of user terminals should communicate with.
