Abstract:
The present invention comprises: a hierarchy storage unit that stores an own identifier and own hierarchy information indicating an own hierarchy in a hierarchical structure; an adjacent device storage unit that stores adjacent device information including a plurality of, respectively, identifiers of adjacent devices that are adjacent, adjacent hierarchy information items indicating the hierarchy of the adjacent devices in the hierarchical structure, information items regarding communication quality between adjacent devices, and count information items indicating the number of routings to the adjacent devices; a candidate extraction unit that extracts, on the basis of the adjacent hierarchy information and the communication quality information for each of the adjacent devices included in the adjacent device information, candidate devices to be a routing destination candidate, from among the adjacent devices; a device selection unit that selects a device to be a routing destination, on the basis of the count information corresponding to each of the candidate devices included in the adjacent device information; and an update unit that updates the count information corresponding to the selected device in the adjacent device information.
