The present application relates to the technical field of communications. Provided are a communication method and apparatus, and a core network device, a terminal device and a storage medium, which can ensure service continuity of the terminal device when same moves between a home network and a roaming network. The method comprises: a core network device receiving a first registration request message from a terminal device; and in response to the first registration request message, the core network device sending a first registration response message to the terminal device, wherein the first registration response message is used for indicating that the core network device supports a first inter-operation, and the first inter-operation is used for ensuring service continuity of the terminal device when same moves between PLMN networks that are not configured with inter-operation interfaces. The present application is used in a roaming scenario of a terminal device.
