Abstract:

Embodiments of the present application provide a communication method, apparatus and system, used for avoiding unnecessary inter-system handover. The method comprises: receiving first information from a first network device to which a first cell belongs, the first cell being a first serving cell of a terminal device in a first system and/or a first standard, the first information comprising configuration information used for determining whether unnecessary handover of inter-system and/or inter-standard occurs in the terminal device; receiving at least one first measurement result from the terminal device, the first measurement result being a measurement result of at least one cell of a second system and/or a second standard; and determining, according to the at least one first measurement result and all or part of information of the first information, whether the unnecessary handover of the inter-system and/or inter-standard occurs in the terminal device.
