Disclosed are a communication method and a communication apparatus. The method comprises: a first network device receiving a first service sub-message by means of a first service port of a primary network element and receiving a second service sub-message by means of a second service port of a secondary network element, wherein a first primary network element and a first secondary network element are both contained in the first network device; the first network device obtaining a first group of service messages and a second group of service messages according to the first service sub-message and the second service sub-message; and the first network device sending the first group of service messages by means of a first air interface of the first primary network element and sending the second group of service messages by means of a second air interface of the first secondary network element. Not only can the air interface bandwidth utilization rate of a microwave device be improved, but a service message can also be successfully transmitted when a hardware fault occurs in a primary network element of the microwave device.
