Abstract:
The present application provides a communication method and a communication device. The communication method comprises: a terminal device starting a first function, the first function being used to adjust uplink transmission power according to a maximum permissible exposure (MPE); and the terminal device sending a first mobility report to a network device, the first mobility report comprising MPE function start information. Recording related information of the MPE in the mobility report enables the network device to learn, via the mobility report, whether a handover failure or a radio link fault is caused by MPE starting, so that a mobility parameter can be accurately configured, thereby reducing occurrence of mobility parameter configuration errors.
