The present invention detects misuse that uses normal communication used for executing a business sequence. A normal communication determination processing unit 22 determines, on the basis of meta-information extracted by a packet collection processing unit 21, whether a communication packet received by a communication destination apparatus is a normal communication packet authorized by a system to be monitored 10, a sequence packet identification processing unit 23 determines whether the communication packet determined to be the normal communication packet by the normal communication determination processing unit 22 is a communication packet constituting a business sequence, and a sequence establishment determination processing unit 24 determines whether the business sequence in which the communication packet determined to constitute the business sequence by the sequence packet identification processing unit 23 is involved has been established.
