The present invention relates to a construction method for simultaneously removing and installing underground power cables. More specifically, the method comprises: a removal preparation step in which a removal rope is lead into an output manhole from a removal winch, on which the removal rope is wound, and connected to a removal cable; a connection step in which the front end of a new cable wound on a rotation drum is connected, via an inlet manhole, to the rear end of the removal cable laid in an underground duct; and a cable replacement step in which the removal cable is inserted into a driving roller unit, and the driving roller unit is driven to simultaneously remove the removal cable and lead the new cable into the underground duct.
