Abstract:
The objective of the invention is to provide a control apparatus that can improve the throughput of a cell edge user, while suppressing the degradation of the throughput of the cell edge user. The control apparatus (10) of the invention is located in a radio system that constitutes a communication area by use of a plurality of cells using the same frequency band. The control apparatus (10) comprises: a pattern determination unit (110) that defines cell groups each including one or more cells formed by radio stations (1 to 6) and that determines a time pattern of transmission powers that are set for the respective cell groups; and a communication unit (120) that notifies the radio stations (1 to 6), which form the cells included in the cell groups, of the time pattern of the transmission powers, and of timing signals indicating switch timings of the transmission powers in the radio stations (1 to 6).
