Provided is a control device which acquires first information with which it can be specified whether or not a terminal device connected to a first base station apparatus supporting a first frequency band and not supporting a second frequency band is at a location at which interference could occur with communication in a cell formed by a second base station apparatus supporting the second frequency band if the terminal device carried out communication using the second frequency band, and also acquires second information which indicates the state of use of a first wireless resource included in the second frequency band and allocated for device-to-device communication in the cell without involving the second base station apparatus and a second wireless resource included in the second frequency band and allocated for communication in the cell between the second base station apparatus and the terminal device, and if the terminal device carries out the device-to-device communication in the second frequency band, transmits, to the second base station apparatus, a command signal which commands the increase or decrease of the first wireless resource on the basis of the first information and the second information, and notifies the terminal device of the wireless resource to be used by the terminal device in carrying out the device-to-device communication.
