A power value acquisition unit (101) acquires: a first power value, which is the total value of power supplied from an L1 phase; and a second power value, which is the total value of power supplied from an L2 phase. In the event that the first power value is less than a first threshold value, a control unit (103) controls a first device so that the value representing the power consumed by the first device does not exceed a consumed power upper limit value at which a first total value, which is the total value of the first power value and the value of surplus power that, of the surplus power of the first device, is that portion not clearly supplied from the L2 phase, is equal to or less than a second threshold value, which is smaller than the first threshold value. In the event that the second power value is less than the first threshold value, the control unit (103) controls the first device so that the value representing the power consumed by the first device does not exceed a consumed power upper limit value at which a second total value, which is the total value of the second power value and the value of surplus power that, of the surplus power of the first device, is that portion not clearly supplied from the L1 phase, is equal to or less than the second threshold value.
