The present application provides a data transmission method and apparatus. The method comprises: a terminal device performs coding processing on a first transmission block, so as to obtain a first coded transmission block, the first transmission block comprising first data; the terminal device performs coding processing on instruction information, so as to obtain coded instruction information, the instruction information being used for notifying the terminal device whether to send a first buffer status report (BSR) when the first data is sent, and the first BSR indicating the data amount of to-be-transmitted data currently cached in a buffer of the terminal device; and the terminal device sends the first coded transmission block and the coded instruction information to a network device. By means of the data transmission method and apparatus provided in embodiments of the present application, the network device can directly know whether the terminal device sends a BSR, thereby reducing the communication delay.
