A device and a method for manufacturing a packaged body having sufficient and uniform sealing strength and not causing pin holes even at the time of heating treatment, and the packaged body, the device for filling and packaging comprising a lateral seal device (12), the lateral seal device further comprising a primary seal member (13) for performing a linear lateral seal (S1) at two positions having an interval in traveling direction within the range of the contents absent part (10A) of a tubular film (F1) or performing a band-like lateral seal (S1) between the two positions and converging members (19) and (20) and a secondary seal member (16) for converging the film between the two positions in the lateral direction of the lateral seal and sealing the film with the converged portions at the two positions in the traveling direction, wherein the band-shaped film (F1) extracted from a web (1) is formed in the tubular film (F1), contents are filled into the tubular film (F1) after vertical sealing, and the lateral seal is formed at the contents absent part (10A) by forming the contents absent part (10A) on the tubular film at specified intervals.
