The present invention provides a dual helical skimmer and a sludge removal facility including same, the dual helical skimmer being capable of simultaneously removing scum, generated in a settling tank of a sewage or wastewater treatment system, from areas in front of and behind the trough of the settling tank to prevent the scum from accumulating and hardening behind the trough over a long period, making it difficult to remove. To this end, the present invention provides a dual helical skimmer for removing scum in a settling tank and a sludge removal facility including same, the dual helical skimmer comprising: a motor; two helical skimmers spaced apart from each other on the same plane while being symmetric to each other with respect to the trough, so as to collect the scum while being rotated in opposite directions by driving of the motor and transport the collected scum to the trough to discharge the collected scum; and a power transmission means for transmitting a driving force from the motor to each scum skimmer so that the two helical skimmers can be rotated in opposite directions by the driving of the motor.
