Provided is an earth retaining wall and a method of constructing the earth retaining wall, whereby a steel sheet pile and a board panel, which are components of the earth retaining wall, are easily fixed to each other, the fixing work can be reliably performed, and the construction period is reduced. This earth retaining wall consists of a steel sheet pile (100) that is driven into the ground in advance, a board panel (201) that is fixed closely to that surface of the steel sheet pile (100) which is opposite to the natural ground, and a board panel (202) that is vertically erected at a position facing the board panel (201). The board panels (201, 202) are vertically erected on runners (204) which are fixed to the ground with screws (203) in advance. In the upper part of the board panels (201, 202), there are installed caps (205) which serve to maintain the horizontality and the linearity of the board panels (201, 202).
