A center server includes: a classifying unit classifying houses into a plurality of groups; a comparing unit comparing electricity consumption between houses in the same group; and a presentation control unit making a presentation device in each house present the comparison result from the comparing unit. The classifying unit obtains patterns of change in the number of persons at home over time within a predetermined monitoring period from information on the number of persons stored in storage devices of a plurality of houses, and classifies the houses into a plurality of groups on the basis of the change patterns. The classifying unit classifies houses having similar change patterns as belonging to the same group by classifying the houses into groups corresponding to model patterns to which the number change patterns of the houses are determined to be similar, respectively.
