Provided are a flat cable (2) capable of waterproofing a terminal section (21) with a rubber plug (3), and a waterproof cable (1) including the flat cable (2). The flat cable (2) has a plurality of cores (4) and a sheath (5) for collectively covering the cores (4). The cores (4) each include one or a plurality of insulated electrical wires (40) twisted relative to one another, and the cores (4) are aligned in the cable width direction. In the interior of the sheath (5), a hollow section (51) that is surrounded by the outer surface of any of the cores (4), the outer surface of another core (4) adjacent to that core (4), and the inner surface of the sheath (5) is formed. The sheath (5) has: a pair of sheath end sections (52) that are disposed along the outer surfaces of the cores (4) disposed at both ends among the plurality of cores (4); a connecting section (53) for joining the pair of sheath end sections (52); and a reinforcing section (54) that is formed integrally with the connecting section (53) and that is provided on the outside of a portion of the connecting section (53), said portion covering the hollow section (51).
