Provided is a fluid control device with which: the positioned accuracy of a hole part drilled in a fluid pipe inside a case, and a valve body inserted in the hole part is improved; the controllability of the fluid in the pipe is enhanced; and construction equipment, such as a drilling device, an installation device for a flow control valve, or an operation valve device, can be reduced in size, weight, and cost. This fluid control device has at least: a case (5) having a split structure that is externally fitted to a fluid pipe (1) in a sealed manner; and a flow control valve (10) including a valve body (11) and a valve case (12) which can be inserted into a hole section (1b) of the fluid pipe (1) drilled into the case (5) in an uninterrupted flow state. The case (5) has a head part (5d), which is provided with an open end section (5c) for installing a flow control valve (10) to the case (5), and an opening section (5b) for attaching/detaching an operation valve (3) that can open/close the inside of the case (5), wherein a first annular sealing member (21) is provided between a peripheral surface of the valve case (12) of the flow control valve (10) and a peripheral surface closer to the fluid pipe (1) than to the opening section (5b) of the head part (5d).
