The present invention relates to: a heating tool (1) in which a heating element (3) is retained between a front surface sheet (5) that faces an object to be heated and a rear surface sheet (6) positioned on a far side from the object to be heated; and a method for manufacturing the same. The heating element (3) includes a first sheet (3f) disposed facing the front surface sheet (5), a second sheet (3g) disposed facing the rear surface sheet (6), and a heating part (3a) sandwiched between the first sheet (3f) and the second sheet (3g). The heating tool (1) has perfume (8) and an adhesive (7) disposed between the second sheet (3g) and the rear surface sheet (6), and a region where the adhesive (7) is disposed overlaps a region where the perfume (8) is not disposed in plan view. The method for manufacturing the heating tool comprises applying perfume on a surface of the second sheet (3g) that is to face the rear surface sheet (6) or on a surface of the rear surface sheet (6) that is to face the heating element (3), and causing the heating element (3) to be retained such that the rear surface sheet (6) faces the second sheet (3g).
