According to the present invention, while SW elements (4a-4n) are turned on, other SW elements (3a-3n, 17a, 18a) are turned off, a negative DC voltage is applied from a negative-voltage generation unit (2) to a flight tube (5), and a measurement is performed, a SW circuit (15) is turned on and a capacitor (13) is charged by an auxiliary positive-voltage generation unit (11). When the polarity of the applied voltage switches from negative to positive, the SW elements (4a-4n, 15) are turned off, but the SW elements (17a, 3b-3n) are turned on, a large current is supplied from the capacitor (13) to the flight tube (5), and the capacitance from the large current is quickly charged to a positive potential. Subsequently, the SW element (17a) is turned off and the SW element (3a) is turned on, whereby a stabilized positive DC voltage is applied from a positive-voltage generation unit (1) to the flight tube (5). During switching from positive to negative polarity, the capacitance from the flight tube (5) is quickly charged and discharged, whereby the time to build up the voltage can be reduced even when there is a limitation on the maximum output current of the voltage generation units (1, 2). In addition, because the SW elements (3b-3n, 4b-4n) are shared for the purposes of switching between a main voltage and an auxiliary voltage, the number of elements used can be minimized.
