Abstract:
This image encoding device 10 is provided with an entropy encoding unit 11 which entropy encodes data relating to a quad tree structure and data relating to a binary tree structure, and a size multiplexing unit 12 which multiplexes, into a bit stream, information indicating the minimum size of a partition based on a binary tree structure. The data relating to a binary tree structure includes data that indicates the partition direction of a block partitioned on the basis of the binary tree structure. The image encoding device 10 is further provided with an encoding prohibiting unit 13 which, if a block obtained by partitioning based on a quad tree structure is not partitioned on the basis of a binary tree structure, prohibits entropy encoding of the data in said block relating to a binary tree structure, and, when a block of a size equal to the minimum size is further partitioned on the basis of a binary tree structure, prohibits entropy encoding of data that indicates a partition direction in said block.
