An image-forming element (1A) is equipped with a first reflective element (10) positioned on a first principal surface (1a) side thereof, and a second reflective element (20) positioned on a second principal surface (1b) side thereof. The first reflective element (10) includes first reflective bodies (11) arranged in parallel with one another, and first transparent bodies (12) packed into the intervals between adjacent first reflective bodies (11). The second reflective element (20) includes second reflective bodies (21) arranged in parallel with one another, and second transparent bodies (22) packed into the intervals between adjacent second reflective bodies (21). The first reflective bodies (11) and the second reflective bodies (21) are positioned so as to be perpendicular to one another. At least one or more spacers (40A) are positioned in a portion of the space (S) between the first reflective element (10) and the second reflective element (20), and as a result, the first reflective element (10) and the second reflective element (20) are positioned at a distance from one another, and an air layer (4) is formed in the portion of the space (S) between the first reflective element (10) and the second reflective element (20) that does not have a spacer (40A) positioned therein.
