[Problem] To provide an image processing device, an image processing method, and a program capable of performing an accurate comparison even when a large number of identical or similar subjects are included in an image. [Solution] The image processing device has: a first feature amount generation means for generating, for a plurality of feature points detected from a first image, a first local feature amount group including local feature amounts that are the feature amounts of a plurality of local regions including the respective feature points and a first coordinate position information group including coordinate position information; a region dividing means for, based on the first coordinate position information group, clustering the feature points of the first image; and a comparison means for comparing, on a per-cluster basis, the first local feature amount group with a second local feature amount group including the local feature amounts of the feature points detected from a second image.
