The present invention comprises: a light irradiation unit 20 that focuses laser light on a specific region of a subject part Mp0 in the skin of a living body OB on the opposite side to the side of the skin surface of the living body facing a main surface 10a of a base 10; a light detector 30 that, on the main surface side of the base, receives signal light, in which the intensity of light of some wavelengths has been decreased from that of the laser light, and that detects the intensity of the signal light; a lens 40 that is disposed at a position at which it is possible to form, on the light detector, an image of the signal light emitted from a laser light focus region FA; and a measurement control unit 60 that measures the concentration of an in-blood substance on the basis of the intensity of the signal light. The angle A formed by the normal of the skin surface of the subject part and the optical path of laser light L1 differs from the angle B formed by the normal and the optical path of signal light L2 from the laser light focus region to the light detector. An image of signal light emitted from a blood vessel region Mp which overlaps with the laser light focus region is formed on a light-receiving surface of the light detector by the lens.
