Abstract:
Provided is an inorganic powder composite to be used in a water-in-oil fine dispersion system having excellent emulsification and emulsification stability. This inorganic powder composite contains: an inorganic powder; and a first hydrophobizing agent, a second hydrophobizing agent, and a hydrophilizing agent that cover at least part of the surface of the inorganic powder. The first hydrophobizing agent is a silicon compound, the second hydrophobizing agent is a fatty acid, and the hydrophilizing agent is a hydrous silica.
