Disclosed are an Internet protocol secure tunnel maintenance method, apparatus and system. The present application relates to the technical field of communications, and is capable of solving the problem of a VPN gateway interrupting a service for a terminal device when an IP address of the terminal device is changed. The method comprises: a terminal device negotiating, based on a first IP address and an IKE protocol, with a VPN gateway, and constructing an IPSec tunnel according to an SA obtained by negotiation; the terminal device determining that the first IP address changes to a second IP address; the terminal device sending a first request message to the VPN gateway, wherein the first request message carries the second IP address and a first tunnel identification, the first request message is used for requesting an update for a first SA record, and the first SA record includes the correlation between the SA, the first IP address and the first tunnel identification; the terminal device generating a second tunnel identification according to the second IP address and a pre-set algorithm; and the terminal device replacing the first tunnel identification in a second SA record with the second tunnel identification.
