A light emission element mounting substrate (A) according to an aspect of the present invention has a base (1) and a protrusion part (10) located on a first surface (1a) of the base (1), wherein: the first surface (1a) has a mounting surface (1aa) for the light emission element, located on the outer periphery of the protrusion part (10); and the protrusion part (10) has inclined surfaces (10a) each making an obtuse angle with the mounting surface (1aa).
