A linear actuator (10) and an electric shearing device. The linear actuator (10) comprises a base body (100), two elastic suspension portions (200), a stator assembly (300), and a rotor assembly (400) suspended above the stator assembly (300), wherein the stator assembly (300) is mounted on the base body (100); two ends of the rotor assembly (400) are connected to the base body (100) by means of one elastic suspension portion (200); the rotor assembly (400) can reciprocate in a preset direction under the electromagnetic action of the rotor assembly and the stator assembly (300); each elastic suspension portion (200) comprises a first buffer sheet (210) and a second buffer sheet (240); the first buffer sheet (210) and the second buffer sheet (240) are both spiral; central free ends of the first buffer sheet (210) and the second buffer sheet (240) are both fixedly connected to an end portion of the rotor assembly (400); and outer free ends of the first buffer sheet (210) and the second buffer sheet (240) are both fixedly connected to the base body (100). The linear actuator (10) reduces the manufacturing and assembly precision of the elastic suspension portions (200) while reducing the size thereof, thereby ensuring the reciprocation efficiency of an electric motor.
