A lithium secondary battery electrolyte and a lithium secondary battery containing the electrolyte, which relates to the technical field of lithium secondary batteries. The electrolyte of the present invention comprises an organic solvent, a conductive lithium salt, and an additive, and the additive comprises a phosphate-type lithium salt. The phosphate-type lithium salt is a mixture of one or more of lithium divinyl bis-(malonate)-phosphate, lithium diphenyl bis-(malonate)-phosphate, lithium difluoro bis-(malonate)-phosphate, and lithium difluoro bis-(4-fluoromalonate)-phosphate. The mass fraction of the phosphate-type lithium salt in the electrolyte is 0.01%-10.00%. The conductive lithium salt is lithium hexafluorophosphate and/or lithium bis-fluorosulfonylimide; and the mass fraction of the conductive lithium salt in the electrolyte is 8.00%-20.00%. The mass fraction of the organic solvent in the electrolyte is 70.00%-91.99%. The electrolyte of the present invention forms a stable and low-resistance interfacial film on surfaces of a positive electrode and a negative electrode by means of adding the phosphate-type lithium salt, which thereby improves the normal-temperature and low-temperature cycle stability of a battery while inhibiting high-temperature storage and generation of gas of the battery.
