Abstract:
Provided is a congestion control device that determines whether there is congestion at a base station when a mobile body terminal device connected to a mobile body communication network is communicating with a content distribution device via the base station. The congestion control device is installed in a proxy server device that relays the communication between the base station and the content distribution device. The congestion control device is provided with a congestion-state table in which congestion-state information, which indicates the results of measurement of communication sent from and received by the mobile body terminal device via the base station, is stored in association with communication identification information of the mobile body terminal device and identification information of the base station. When the congestion control device acquires the identification information of the base station which is communicating with the mobile body terminal device, the control device reads, from the congestion-state table, the congestion-state information stored in association with the identification information of the base station, and thereby determines if there is congestion at the base station.
