[Problem] To provide a management server, a message communication method, and a message communication program with which a message can be transmitted to a transmission source, even in cases where a short message has been received from a transmission source with no fixed telephone number, or in cases where a short message cannot be returned to the transmission source. [Solution] A transmission/reception unit 101 of a management server 100 receives, from an information terminal device 200, a business entity ID for identifying a business entity, a user telephone number, and a message to be transmitted to a user, the business entity ID, the user telephone number, and the message being associated with one another. A URL generating unit 102 generates, for each chat ID indicating a combination between the business entity ID and the user telephone number, a URL that instructs the generation of a web page including a message input region. A short message generating unit 104 generates a short message including the message received from the information terminal device 200 and the generated URL. The transmission/reception unit 101 transmits the short message to the user telephone number as the destination.
