Disclosed is a manual air pump that can provide negative pressure and positive pressure. The air pump may comprise: a rack gear; a pedal which is connected to the rack gear and enables the rack gear to move in a reciprocating manner; a pinion gear which is located on part of the rack gear so as to be able to convert the reciprocating movement of the rack gear to first rotating movement around a first rotational shaft; a first rotation unit gear which can rotate in one direction around the same first rotational shaft as the pinion gear; a second rotation unit gear which is engaged with and connected to the first rotation unit gear and which rotates around a second rotational shaft; and a pressure generating unit which is connected to the second rotational shaft, has a shape so as to be able to comprise therein an impeller gear for generating a flow in a liquid by means of rotational movement, and which comprises, in one part thereof, an intake port for delivering the negative pressure generated by the rotation of the impeller gear and, in another part thereof, an emission port for delivering the positive pressure generated by the rotation of the impeller gear. In addition, a medical waste collecting container may be further comprised, enabling the air pump to be used as a medical suction device.
