Provided by the present invention are a method, device and system for configuring and determining a paging opportunity, the method comprising: by means of increasing paging transmission opportunities, for example increasing the total number of paging opportunities or increasing paging opportunities used for paging specific terminals, a network device is guaranteed to find a terminal device or to promptly notify the terminal device of a system information update and the delivery of public warning system (PWS) information.
