The invention relates to the field of telecommunications, and in particular, to a method of implementing download a control procedure and a device utilizing the same. The method comprises: receiving a local area network (LAN) signal transmitted by equipment to be controlled and in an access point (AP) mode; establishing, according to the LAN signal, a LAN connection to the equipment to be controlled; and downloading, via the LAN connection and from the equipment to be controlled, a control program configured to control the equipment to be controlled. The device comprises a receiving module, an establishment module, and a download module. The present disclosure discloses that a mobile terminal can download the control program from the equipment to be controlled and implement a control over the equipment to be controlled, when downloading the control program from the internet is impossible.
