A method for manufacturing a COA-type liquid crystal panel, and a COA-type liquid crystal panel. In the method, by forming a first pixel electrode layer (19) on a colour resistance layer (18), forming a planarization layer (21) on the first pixel electrode layer (19), and forming a second pixel electrode layer (23) that contacts the first pixel electrode layer (19) on the planarization layer (21), so that the pixel electrode layers realize the maximum degree of planarization, and the lateral boundary of a pixel electrode block located in each sub-pixel region on the second pixel electrode layer (23) is above a scanning line (22), and a vertical boundary thereof is above a signal line (15), self light-shielding of the scanning line (22) and the signal line (15) is realized, and lateral and vertical black matrixes are omitted, and light-shielding is performed on a channel position by providing a dot-like black matrix in a position at a TFT on a glass substrate (2) corresponding to an array substrate (1), so that the manufacturing procedure is simplified, and the aperture ratio is improved.
