In a process for using a thin slab, the present invention suppresses ridging, which becomes a problem when handling steel containing a large amount of the alloy elements Si, Al, and Mn. Provided is a method for producing a hot-rolled steel sheet for a non-oriented electromagnetic steel sheet, said method comprising: a continuous casting step for producing, by a continuous casting method, a steel slab that has a prescribed component composition and has a thickness of 50-200 mm; a conveyance step for conveying the steel slab to a furnace while maintaining the surface temperature of the steel slab at 800°C or higher; a heat retention step for retaining the steel slab at a heat retention temperature of 1100-1300°C for a heat retention time of 60 seconds or longer in the furnace; and a hot rolling step for sequentially subjecting the steel slab to rough rolling, a reheating process, and finish rolling, so as to obtain a hot-rolled steel sheet, wherein the hot rolling step is carried out under conditions satisfying the following (1) and (2). (1) The total rolling reduction ratio in the rough rolling: 80% or higher. (2) The total rolling reduction ratio in the finish rolling: 80% or higher.
