A micro-tube reaction device and a process for preparing hydrogenated nitrile rubber by using the device. The device comprises a preheating module I and reaction modules II. The preheating module I comprises a heat-conducting oil groove or a sealed steam groove and material pipes arranged in the groove. Each reaction module II comprises a heat-conducting oil groove or a sealed steam groove (A), a feeding and mixing distributor (D), a main reaction material pipe (R) and a discharging mixer (F). The feeding and mixing distributor (D), the main reaction material pipe (R) and the discharging mixer (F) are arranged in the heat-conducting oil groove (A) after being communicated with one another in sequence from top to bottom. A material discharging port of the preheating module I is communicated with feeding ports of the material feeding and mixing distributors (D).
