By providing a communication fee discount, it is possible to improve service for users and increase benefits of a mobile communication company brought about by increase of the utilization ratio. A mobile body communication system includes: a mobile body terminal (1) having the position measurement function capable of measuring the position of the terminal; a radio access network (2); and a core network (3) including a particular communication information server (407). A user makes a contract with a mobile body communication company having a mobile body communication system by setting a particular communication area and a communication partner to which a communication fee discount (particular communication fee) is applied. The information on the user, the particular communication area, and the communication partner are stored in the particular communication information server. When the mobile body terminal is in the particular communication area when calling a communication partner and the communication partner replies, the mobile body communication company charges the user the particular communication fee which is different from the ordinary user having a contract with the mobile body communication company.
