Disclosed is a mobile communication method having a step wherein an LTE-AS establishes a first wireless link with an eNB in response to a first service request received from an EMM, a step wherein, when the LTE-AS detects an RLF during a first prescribed time interval after receiving a switch command instructing it to switch from an LTE-based mobile communication system to a UMTS-based mobile communication system, the UMTS-AS transmits a reconnection request to the MM/GMM after said switching process is completed, and a step wherein, when a mobile station UE has not executed packet communication in the LTE-based mobile communication system prior to the start of the switching process, the MM/GMM does not transmit a second service request to the UMTS-AS in response to the reconnection request.
