Abstract:
A policy management apparatus transmits an update of mobile operator policy that requests UE to switch over to an access system for a particular flow in which the UE implements communications. Further, the policy management apparatus requests the activation of a network interface used to connect to the switch-over destination access system for implementing the communications. The UE compares the received update of mobile operator policy with a UE policy held in advance by the UE and determines which is to be given a higher priority. If the UE determines that the mobile operator policy is to be given the higher priority, the UE switches over to the access system and offloads the communications.
