Abstract:
A vehicle-side unit (110) has a vehicle control part (130). When an interface part (122) that is provided to a service-side unit (120) has received a request for access to a vehicle, the vehicle control part wirelessly communicates with an on-board apparatus (2) that is installed in a target vehicle, which is the vehicle to be accessed, and thereby accesses said target vehicle. The vehicle control part performs relay control with regard to control instructions that are transmitted and received to and from the on-board apparatus.
