Abstract:
Provided is a monitoring control device 200 that sends instructions to portable communication terminals or the like possessed by people in the vicinity of a location at which an anomaly event has occurred, and gathers information on the event. The monitoring control device 200 comprises: a first information reception unit 201 for receiving first information pertaining to the occurrence of the anomaly event and the position of occurrence thereof; an identifying information reception unit 202 for wirelessly receiving information identifying one or more portable communication terminals present within a specific region that includes said position of occurrence; a pinpointing unit 203 for pinpointing, on the basis of the position of occurrence and the identifying information, a portable communication terminal, from among said portable communication terminals, to which to send a provision request for information on the position of occurrence; a transmission unit 204 for transmitting the information provision request to said portable communication terminal; and a second information reception unit 205 for receiving, from said portable terminal, second information pertaining to the occurrence of the anomaly event and the position of occurrence thereof, said information corresponding to the information provision request.
