Abstract:
A first specification unit which specifies a partial imaging region as a first region in which it is highly possible that a moving object is present, said partial imaging region having a detection frequency that is by a first detection frequency map and is not less than a first threshold value or is larger than the first threshold value. On the basis of a moving body detection result by a moving body detection unit which has used an input image input in a determination period and on the basis of the first region specified by the first specification unit, a background model update unit determines whether to register a background image information candidate in a second storage unit as background image information in a background model. When fine movement of an object has been detected by a fine movement detection unit, the background model update unit deletes image information from the background model, said image information having been obtained from a second region image in the input image and being registered as background image information in the background model.
