Rotating and locking mechanisms of a seat, comprising a locking mechanism (200) that is mounted on a rotating disc (110) in a rotating mechanism of a seat and at least one lock hole (121a) opened on the outer periphery of a fixed disk (120) in the rotating mechanism of the seat, the described mechanism being characterized in that the locking mechanism (200) comprises: a lock support (210) fixed on the rotating disc (110); at least two or more lock pins (220, 230) that move horizontally and that are disposed inside of the lock support (210), first ends (221, 231) of said lock pins (220, 230) being conical columnar structures; the first ends (221, 231) of the lock pins are inserted into the lock hole (121a), and the wedging of the conical columnar structures of the first ends (221, 231) of the lock pins and the lock hole (121a) is utilized to achieve non-clearance locking. The described rotating and locking mechanisms of a seat eliminate the matching clearance of the rotating mechanism after locking, thus increasing the grade of a product and improving user experience.
