In the provided packet relay device, a reception processing unit determines the interface used in the reception of an IP packet from a network and records a reception interface identifier (RID), which is information that identifies that interface, in a packet transmission/reception management table. A route control unit records a transmission interface identifier (SID), which is information that identifies a transmission interface obtained via the selection of a transmission route, in the packet transmission/reception management table in association with the abovementioned reception interface identifier (RID). A transmission processing unit compares the reception interface identifier (RID) and transmission interface identifier (SID) recorded in the packet transmission/reception management table, and if both are interface identifiers for the same virtual network, the IP packet in question is discarded and the transmission process is disabled.
